There is no "official" change interval for the serp belt on your Highlander. However, I would never put more than 50,000kms on any rubber belt. I have seen belts that look "ok" snap on me and its not fun dealing with that. At the price point they are, its worth just changing them ever 2-3 years or so. Part of the preventitive matinence IMO.
